The Terrebonne Parish Economic Development Authority (TEDA) is seeking a dynamic and accomplished economic development professional to assume the duties of President and Chief Executive Officer.  The ideal candidate must be able to work with local business leaders, public officials, and economic development professionals, continuing to improve on a highly successful program.   TEDA operates within a partnership among the Terrebonne Parish Consolidated Government, the Houma-Terrebonne Chamber of Commerce, and the South Central Industrial Association (SCIA), attracting and retaining jobs in the parish by implementing the economic development strategic plan created by the founding stakeholders.  TEDA is committed to enhancing the local business climate and maintaining a high quality of life in the community.

Terrebonne Parish, the second largest parish in Louisiana, is located in the South Central portion of the state.  It is composed of several communities with the City of Houma as its hub.  To the south of Terrebonne Parish are the oil and gas fields as well as the shrimp, fish and oyster-filled Gulf of Mexico.  The parish remains a major oil and gas community populated with many entrepreneurial businesses. The President/CEO will work in collaborative partnership with city and parish governmental officials, as well as community and business leaders, to continue the dynamic growth initiatives currently underway while expanding sustainable vitality throughout the Parish.

Houma and the surrounding communities are steeped in Cajun tradition and culture.  The area is famous for its food, fishing, swamps, music and hospitality.  Houma is also known, although not as well as New Orleans, for its Mardi Gras festivities. The people of Terrebonne Parish depend in some ways on the oil and gas related industries.  In addition, however, the marine or sea food industries as well as the tourism, medical, retail and construction industries are important assets that contribute to the economic base of Terrebonne Parish. Despite the rapidly changing face of the area, many long-standing traditions and life-styles remain to remind of the area's rich cultural history.

Position Description:

The President and Chief Executive Officer (CEO) of the Terrebonne Economic Development Authority (TEDA) is responsible for leadership, planning, management, implementation and evaluation of economic development programs and plans as detailed in the Strategic Plan for Economic Development for Terrebonne Parish, Louisiana.  

The President/CEO

  • Is responsible for the formation and management of the annual budget and is answerable to the Board of Commissioners
  • Will engage in interaction with local government administration and Council, TEDA staff and the business community, and the public in general. 
  • Serves at the direction of the TEDA Board of Commissioners and is responsible for hiring and managing staff within budgetary constraints.

Knowledge, Skills and Abilities Required:

Preferred Education, Certifications and Experience

  • Successful completion of MBA or equivalent experience with coursework in communication, marketing, and business administration
  • A minimum of 5 years experience in community and economic development in a senior management position with a record of success in economic development projects
  • Certified Economic Developer
  • Political astuteness and knowledge of state and federal economic/community development agencies and programs
  • Excellent interpersonal and group facilitation skills
  • Economic Development Finance Professionals are encouraged to apply

Hours/Days of Work

This is a full time exempt position that will require the need to work beyond what is considered a normal workday/week.  This position sometimes requires extensive weekend and “after hours” work to successfully implement the Strategic Plan and other programs.  This position sometimes requires extensive travel, both in and out of Louisiana, for varying periods of time.

Must demonstrate the skills and the knowledge to utilize available technological capabilities to enhance the effectiveness of the Authority.

Compensation and Benefits

Employment will be via a personal services contract:

Oil and Gas
Louisiana's supply of oil, natural gas and mineral resources has been a great source of the state's wealth for several decades. As a coastal parish, Terrebonne Parish contributes to Louisiana's hold on the oil and gas industry by offering a prime location for many oil and gas-related businesses to flourish. Major oil and gas corporations are located in the area, as well as Terrebonne's seemingly unending list of oil and gas service companies.

Metal Fabrication and Machining
Metal fabrication and machining companies in Terrebonne Parish manufacture metal or fabricated steel products for a variety of uses, including the manufacture of parts and equipment for the oil and gas service companies. Metal fabrication and machining companies are one of the largest sources of employment in Terrebonne Parish.

 

 

Shipbuilding and Repair

Several local shipbuilding companies take advantage of Terrebonne Parish's need for boats to service the offshore petroleum industry. Many of these companies also thrive on the building of government-contracted military ships, as well.


Marine Services

The marine services industry thrives primarily on providing marine transportation services. This sector has businesses in a variety of activities, from tug boat companies that transport barges stocked full of goods, to crew boat and supply boat companies that transport personnel and supplies for many of the area's oil and gas companies. Several local shipbuilding companies take advantage of Terrebonne Parish's need for boats to service the offshore petroleum industry.


Retail Trade

Approximately 500 retail establishments flourish in Terrebonne Parish, together employing around 7,000 people. Annual retail payroll figures in Terrebonne Parish top $113 million. Retail businesses in the area can offer virtually any sort of product imaginable: automobile parts, clothing, specialty food items, home furnishings, gardening supplies, and much, much more.


Medical Services

The medical service industry is one of the top employers in the parish. Terrebonne General Medical Center (TGMC) and Leonard J. Chabert Medical Center.  Terrebonne Parish is home to a vast array of other medical facilities, including dentistry, psychiatric care, renowned cardiovascular care, surgical clinics, chiropractic clinics, and ophthalmology office


Transportation/Distribution

Businesses in Terrebonne Parish benefit from our efficient, well-planned highway system. US-90, the parish's main transportation artery, curves across the northern portion of Terrebonne Parish, heads northeast towards New Orleans and northwest through Assumption Parish towards Interstate Highways 10 and 49. LA-20 lines the northwestern border of the parish, LA-24 curves around the northeastern portion of Terrebonne through Houma, and LA-56 and LA-57 travel north-south from Houma to the southern areas of the parish.  The New Orleans International Airport, roughly a one hour drive from Houma-Terrebonne, is the nearest commercial airport and largest in the state. All major domestic airlines, as well as several international carriers, serve the airport. Incumbent Worker Training Program

  • Designed to benefit Louisiana employers by assisting in the skill development  of the existing employees and providing funding assistance for the training
  • The goal of the program is to create new jobs, retention of at risk jobs, and higher wages for trained employees
  • Criteria: a business must have operated in Louisiana and contributed to the state’s unemployment insurance system for a minimum of three years
  • An employer or group of employers with similar needs must have at least 15 employees to be trained

Art in Terrebonne

  • Houma-Terrebonne Civic Center The arts thrive in Terrebonne Parish, and Houma's $15 million civic center offers an active season of musicals, concerts, and performing arts events. The 100,000 square foot civic center is a state-of-the-art facility that seats 5,000 and provides a venue to accommodate the events that attract larger audiences, such as Broadway shows (e.g. Annie, Cats, and Grease), as well as rock concerts and other musical events.
  • Le Petit Theatre de Terrebonne Our local theater group produces five plays a year and is supported by a roster of 900 members. We love our theater here and are proud of the consistent, outstanding quality of performances. The historic building that houses Le Petit Theater dates back to the 1930’s, and is listed on the National Register of Historic Places.
  • The Terrebonne Fine Arts Guild operates the Downtown Art Gallery, which provides an ongoing assortment of varied presentations in different mediums of work. 


  • The Houma-Terrebonne Arts and Humanities Council founded in 1983, the HTAHC is a non-profit organization officially designated by parish and state government to provide financing, services, and other programs for arts organizations and individual artists in Terrebonne Parish.  In addition to providing the parish with over $85,000 in art funding each year, the HTAHC sponsors annual programs like the Summer Concert Series, the Summer Performing Arts Camp, visual art shows, art workshops, grant writing workshops, and a Christmas performance. 
  • Southdown Plantation House is a 19th-century sugar manor house and home to the Terrebonne Museum of history and culture.  It is host to many exhibits and serval social events, including concerts and garden weddings.
Entertainment, Recreation, and Leisure  

Life without fun is, well . . . not much fun.  That's how we think in Terrebonne Parish. Newcomers agree that we definitely take our fun seriously, whether it's sports, outdoor activities, crafts, or the arts. Having fun is part of our culture. It is a long-standing tradition here in Cajun Country.  Being located in the southern extreme of the state, Terrebonne Parish has a climate that allows for year-round sports and outdoor activities. Our state nickname says it all: "The Sportsman's Paradise."

  • Fishing- The king of sports in south Louisiana is fishing, and Terrebonne lays claim to some of the best recreational freshwater and saltwater fishing in the world.  Those who really crave recreational and sports fishing will be quickly satisfied. Whether you prefer the challenges of the open ocean and offshore fishing, or the subtleties of our freshwater swamp and marsh angling, rest assured you'll find the best of both worlds for fishing right here in Terrebonne Parish.  The islands along the coast and inland bays are particularly "fertile ground" for speckled trout in the summer and redfish in the fall. Terrebonne Parish is also a great place to fish species like flounder, red snapper, cobia and king mackerel. And just a few miles from shore sport fishermen will find the finest blue marlin, yellow fin tuna, wahoo, and mahi mahi.  Additionally, Terrebonne boasts some of the finest bass and pan fishing anywhere in the state.

 

  • Hunting- We have prime hunting land here in the Sportsman's Paradise, especially for waterfowl. During the hunting season from November to January, large flocks of teal, mallard, pintail, gadwall, redhead, and canvas back ducks literally fill the sky. Hunters will also discover blue, white, and speckled-belly geese soaring across Terrebonne Parish's hunting grounds.  Additionally, Terrebonne provides some of the best hunting opportunities for dove, deer, rabbits, and squirrel.  Terrebonne Parish is the proud home of not just great fishing and hunting, but of two government-operated wildlife management/refuge areas.  Mandalay National Wildlife Refuge, operated by the U.S. Fish and Wildlife Service, is accessible by boat only. The refuge offers fishing as well as waterfowl, hog, and deer hunting opportunities.

 

  • Golf- We think of it as breathtaking-our stunningly beautiful golf courses filled with huge native live oaks draped with graceful Spanish moss. You will find the courses both technically challenging and awe-inspiring in their natural beauty.
  • Eco-Tourism- being both ecologically and socially conscious, eco-tourism focuses on local culture, wilderness adventures, volunteering, personal growth and learning new ways to live on the planet.  Typically involving travel to destinations where the flora, fauna, and cultural heritage are the primary attractions, eco-tourism includes programs that minimize the adverse effects of traditional tourism on the natural environment, and enhance the cultural integrity of local people. Therefore, in addition to evaluating environmental and cultural factors, initiatives by hospitality providers to promote recycling, energy efficiency, water re-use, and the creation of economic opportunities for local communities are an integral part of toucherism. To really appreciate the richness of Terrebonne's natural resources, you must take a swamp tour. Discover the land that makes our area so unique, so rich, and so evocative: the cypress, the black water, the draping moss. You can see the swamp in an airboat, multitude of wildlife that has been a part of our lore and lives for centuries. Animals like alligators, cranes, herons and swamp rabbits are plentiful and can be easily seen on your tour.
 

 

  • Museums- Culture is not complete without its museums, and in Terrebonne Parish, our culture is well-rounded.  We have several museums, sanctuaries, and research institutes which accentuate the natural beauty of the land that surrounds us.  The Bayou Terrebonne Waterlife Museum, Terrebonne Folklife & Cultural Arts Museum, Terrebonne Museum, Wildlife Reserves & Sanctuaries, and Louisiana Underwater Marine Consortium (LUMCON), offer a unique educational opportunity to survey the land, fauna, and flora here in Terrebonne Parish.
  • Recreational Sports- A host of other recreational activities are sponsored by the Terrebonne Parish Consolidated Government Recreation Department, including softball, baseball, basketball, volleyball, bantam football, and swimming.
  • Festivals and Music -Here is a well-known fact, at least to the locals: fun and good times for the people of Houma and Terrebonne Parish are as important as breathing . . . maybe even more important. In New Orleans, you'll hear "Laissez les bons temps roulez" -Let the good times roll.  In Terrebonne, we believe that, and we've always believed in helping everyone "Passe un bon temp” -Pass a good time.  So getting together and going out is a natural part of our culture here. And that's one reason we have so many celebrations and festivals throughout the year.

 

  • Houma is the home to the second largest Mardi Gras celebration outside of New Orleans. The parade and krewes in all their pageantry run along Main Street, Zydeco fills the air, Cajun food and crawfish are bountiful, and general high merriment and good times soar.  Throughout the year there are numerous other fairs and parades, including the Irish-Italian parade, the Terrebonne Livestock and Agricultural Fair and Rodeo, the T-Cailliou Lions Club Fishing Rodeo and Fair, the Freedom Festival on July 4 with its patriotic fireworks show, Downtown on the Bayou in October, and a Christmas festival that features the arrival of Papa Noel in Houma. Additionally, Terrebonne offers Downtown Live!, a series of after work, open-air concerts in downtown Houma, as well as Art after Dark, a series of night time walking tours of various art exhibits.

  • Pow-Wows  A rich Native American tradition continues to maintain a strong presence in Terrebonne. Two energy-filled pow-wows take place during the year: the Calling of the Tribes and the Grand Bois Intertribal. Both colorful events feature Native American crafts, food, and dances.

Education & Higher Learning

 

Public and Private Schools
In Terrebonne Parish, our public school system consists of 41 school sites: four senior highs, three junior highs, and 30 elementary and middle schools, one vocational training school, one school for exceptional children, and two alternative secondary schools.

We have 19,600 students enrolled in the Terrebonne Parish public school system and 1,300 qualified teachers. Valuable interaction, information, and feedback are provided through active Parent Teacher Organizations throughout our public school system.

We are also proud of our many private schools in the parish, which includes two high schools and several elementary schools that are highly ranked within the state.

The Terrebonne Foundation for Academic Excellence is a Louisiana non-profit corporation which, through the efforts of concerned parents, community members, and teachers, has the greatest potential to make a direct impact on successful student learning. Over the past six years the Foundation has awarded more than $128,000 in “Grants for Teachers” to teachers in the public school system. Through matching funds received from the Louisiana Board of Elementary & Secondary Education (BESE) an additional $200,000.00, ($50,000 annually) has been awarded to teachers over the past four years.  The Foundation believes that the success of our public schools is one of the most important determinants of the quality of life for our community.

Nicholls State University

  • Nicholls State University, founded in 1948, is located in Thibodaux in Lafourche Parish (only 17 miles from Houma) enrolls approximately 7,500 students and offers 80 degree programs, with a growing number of master's degree programs. 
  • Established along the banks of Bayou Lafourche, in the heart of one of the nation’s major estuaries, Nicholls provides unique opportunities for instruction and research in the fields of marine and environmental science. The university has taken advantage of its strategic location to assume a leadership role in a region with ample resources in agricultural, fishing, petrochemical, and oil field-related industries.   • L.E. Fletcher Community College
    L.E. Fletcher Technical Community College Tops List of the 50 Fastest Growing Two-Year Public Institutions in the Nation, (December 4, 2006, edition of Community College Week). The Fletcher Community College offers a wide variety of curricula, including:  Business (Accounting and Office Systems), General Education, Marine (Online QMED General, Online QMED Oiler, Marine Co-op Program, Nautical Science Degree), Nursing & Allied Health (Practical Nursing, Nursing Assistant, Phlebotomy, Emergency Med. Tech.), Technical Programs (Automotive, Drafting, Electrician, Electronics, Res. Air Conditioning, Machine Tools, Marine Diesel, Welding).  The college has two campuses in Houma.
  • Louisiana Underwater Marine Consortium (LUMCON)
    LUMCON, a world-class research facility, located in Terrebonne Parish, was formed under joint agreement and a legislative act to provide coastal research facilities, marine-related instruction, and public service for citizens of Louisiana. It has allowed for the construction of a coastal learning and research center similar to those found in other coastal states.

Complimenting its education system, Terrebonne’s main branch library is a state-of-the art 72,000 square foot facility that provides services for every interest and age group.  Unique features include the imaginative bubble wall and reading boats in the children’s section, a comprehensive regional genealogy collection, a real-time video conferencing education classroom, large meeting rooms for businesses and organizations, advanced technology resources, 1,200 annual programs for all ages, and a current collection of traditional reading materials.  Additionally, the Terrebonne library system has another 9 branches located throughout the parish.

Terrebonne General Medical Center (TGMC) For over 50 years Terrebonne General Medical Center (TGMC) has been building a reputation based on quality and is a nationally recognized health care organization that provides state-of-the-art technology and cutting edge services.  TGMC is a public, non-profit integrated healthcare system with a range of services such as rehabilitation and skilled nursing units, an outpatient surgery center, emergency care services, primary care services and a community outreach center.  The medical center serves as a major economic force for the community with a staff of over 1200 employees. In addition, the hospital currently has a medical staff of over 150 registered physicians offering a variety of specialties ranging from family practice to cardiovascular surgery.

  • Member of Premier, a consulting organization of several hundred-quality hospitals throughout the entire United States

Leonard J. Chabert Medical Center (CMC) This nationally recognized hospital is part of the Louisiana State University Medical Center-Health Care Sciences Division and operates as one of the nine charity facilities in the state. Additionally, the hospital serves as a teaching facility providing clinical training for physicians and allied health personnel.  CMC is accredited by The Joint Commission (JCAHO) on Accreditation of Health Care Organizations, operates 147 licensed hospital beds and employs over 1,000 personnel and medical services to the population of Region III.

Cardiovascular Institute of the South (CIS) Houma is proud to be the home of one of the United States' largest and most comprehensive centers for the nonsurgical and surgical treatment of heart disease. Founded in 1983, CIS now has a group of over 30 cardiologists and cardiovascular surgeons throughout the state.

Consolidated Government
Terrebonne Parish operates as a consolidated government provided by the Home Charter Rule and consists of a "President-Council" form of government. It consists of an elected Council, which is called the Terrebonne Parish Council that constitutes the legislative branch of the government and the elected Parish President who is the Chief Executive Officer and head of the executive branch. All of the government functions operate within the consolidated government’s powers including, but not limited to, permitting, law enforcement, utilities, tax collections, and recreation
