POSITION: Economic Development Executive Director ORGANIZATION: Copperas Cove (TX) Economic Development Corporation CITY POPULATION: 36,386 Position Description: Supervises the Copperas Cove Economic Development Corporation, strengthen the local tax base, improve the economic environment of the community, and assists in the retention and expansion of business in Copperas Cove, Texas. The Organization A five-member Board of Directors supervises the Copperas Cove Economic Development Corporation. The CCEDC was established August of 1990 by the voters of Copperas Cove, who approved a 1/2 cent sales tax to fund the 4A Economic Development Corporation. The Copperas Cove EDC prepares an annual budget that is approved by the City Council, who also appoints each board member. The mission of the Copperas Cove Economic Development Corporation is to maintain a comprehensive economic development program for Copperas Cove through new industry recruitment, business expansion and retention activity, and small business development. The City of Copperas Cove enjoys a close relationship with Fort Hood, the largest training post in the world. The Copperas Cove Economic Development Corporation wants to facilitate a local government that is responsive and beneficial to business. The Copperas Cove EDC is prepared to advance a public-private partnership intended to help Copperas Cove grow and prosper - a partnership that generates new job opportunities, increased capital investment, and overall community improvement. Copperas Cove EDC wishes to set forth a foundation for local businesses that builds on the character and quality of life in the community. The Community Located in Coryell County, Copperas Cove, part of the Killeen-Temple-Fort Hood MSA, is in one of the fastest growing markets in the state of Texas. Copperas Cove, just off the high-tech corridor between Dallas and Austin, is rapidly becoming the preferred location for back office, light industries, and retail operations. Its one-hour proximity to Austin lends itself as an ideal location for expanding high-tech companies and their suppliers. The cities of Dallas and Houston are approximately three hours away. This friendly community is nestled between five hills in Central Texas. Over the years, the citizens of Copperas Cove have retained a small town atmosphere of friendliness and neighborliness. Known as the “Gateway to the Texas Hill Country”, Copperas Cove’s countryside is dotted with beautiful native flowers and abundant wildlife. Navigating the Five Hills of the city may not be easy, but Copperas Cove does enjoy easy access to Texas' transportation network. Newcomers to the City of Five Hills must learn their way around streets circling those hills, which are at odd angles to the major thoroughfare, U.S. Highway 190. The joint military and civilian Gray Airfield elevated local air transportation to a regional status. Located just four miles east of Copperas Cove, the airport houses a 70,000 square foot terminal to complement the 10,000-foot runway capable of landing a Boeing 747. The estimated annual impact of the regional airport includes 824 permanent jobs, $48 million in increased gross product, $30 million in increased personal income, and $13 million annually in increased retail sales. Future major highway construction promises to improve access to Copperas Cove. Transportation officials continue plans for a U.S. Highway 190 reliever route around the southern portion of Copperas Cove that can be directly accessed from the proposed airport. Eventually, the reliever route will connect to the Killeen bypass loop (Stan Schleuter Loop), thereby providing quick and easy access to Interstate 35. The $61.1 million proposed roadway would alleviate traffic volumes along the existing U.S. Highway 190, a major east-west artery serving Coryell and Lampasas counties. Fort Hood Fort Hood, the largest training post in the world, sprawls over 339 square miles of Central Texas. There are more than 220 square miles of training area, making it the only post in the United States capable of supporting two full armored divisions, the First Cavalry Division and the 4th Infantry Division. Fort Hood borders Copperas Cove to the north and east. Fort Hood was named after Confederate General John Bell Hood, who gained recognition during the Civil War as the commander of the Texas Brigade. Fort Hood is the state's largest employer. Approximately 45,000 soldiers are assigned to Fort Hood. The large concentration of military dependents strongly influences the area's business climate as well as the approximately 1,000 soldiers who separate from the service each month. With advanced high-tech training, these soldiers provide an experienced and well-disciplined labor pool. Copperas Cove is served by the Copperas Cove Independent School District. Provides the staff dynamic leadership in promoting, stimulating and enhancing economic development within the heritage tourism and other related programs. Administers the agency’s multi-million dollar heritage tourism program funded through the state appropriations and federal grants. Programs include the nationally award-winning Texas Heritage Trails Program (THTP) which is a coalition of local, regional and state partners working together to preserve the state’s historic and cultural sites and revitalize local economies through heritage tourism. GENERAL QUALIFICATIONS: Graduation from an accredited four year college or university. Major course work or significant experience in economic development, tourism, planning, historic preservation, business administration, public administration, marketing/communications, or related fields is required. A combination of knowledge or experience in economic development, heritage tourism, and historic preservation is preferred. Experience in organizing and managing regional or statewide efforts and providing guidance to volunteers with a wide variety of backgrounds and expertise is preferred. Experience in managing a tourism or heritage tourism program is preferred. A minimum of four years team leadership experience is required. KNOWLEDGE, SKILLS, AND ABILITIES: Must be able to plan, develop and implement economic development initiatives related to heritage tourism (and other programs) that are based on historic preservation philosophy and standards. Strong organizational skills and attention to detail is required. Excellent verbal and written communications skills required. Must be capable of making public presentations on heritage tourism, economic development and related matters. Must be capable of developing and maintaining positive relationships with all partners involved in tourism and historic preservation.
